[18.9] Backport of Fix stale work item ES docs after group transfer

What does this MR do and why?

Backport of !233260 (merged) ("Fix stale work item ES docs after group transfer") to 18.9.

When a group is transferred, work item documents in Elasticsearch were not being cleaned up with the old routing, leaving orphaned/stale documents that could appear in search results. This adds a call to Search::Elastic::DeleteWorker to delete work items with the old routing after a group transfer.

Clean cherry-pick, no conflicts.
