What does this MR do and why?

This gets the fixes from below MRs, and removes the feature flags put in front of them.

• Force release hosts from LB RackMiddleware (!230066 - merged)
• Skips Load Balancer from Feature::FlipperRecord (!223790 - merged)
• Adds FF to log_force_released_hosts (!230388 - merged)
• Force releases hosts from SidekiqServerMiddleware (!241324 - merged)
