Draft: Add logging_field_variant as new application setting
What does this MR do and why?
In the scope of #596493 we are adding a new admin panel setting that will allow the control of the logging field naming for the fields we concluded in gitlab-org/quality/quality-engineering/team-tasks#4394.
The setting will enable a fast internal migration while allowing customers to migrate at their own pace.
