Update Gemfile.lock with rouge 3.15.0

What does this MR do?

After running bundle on gitlab project, it's showing Gemfile.lock as modified and unstaged.

Updates the rouge version in DEPENDENCIES section of Gemfile.lock as it wasn't included in 83609831.

Related to !23364 (merged).
