What does this MR do and why?

Enable and remove ci_optimize_component_instance_path feature flag

The feature flag was used to gate SafeRequestStore caching for CI component instance path lookups (project, SHA, access check, and catalog version). The flag has been rolled out and the optimization is now permanently enabled.
