What does this MR do and why?

Remove group_scim_async_member_removal feature flag.

Asynchronous deprovisioning of users via Group SCIM endpoints is behind this feature flag.

Delete associated specs and yaml definition.

This feature has been globally enabled in production for about 1 week: #592629 (comment 3267641300)
