Move Generic Alerts Endpoint to the Core

What does this MR do?

Contributes to #42640 (closed)

Moves the Generic Alerts Endpoint functionality from the Ultimate to Free tier.

Most of the code has been moved out of ee directory but also removes the check for incident_management license.
