Downgrade D3 to 4.13

What does this MR do?

This MR downgrades D3 to 4.13 and reverts !20627 (merged)

Upgrade to 5.x caused significant regressions: #196453 (closed)

Since we're planning to remove D3 from main repo and move everything to echarts (related: #37174 (closed)) we are downgrading d3 for now to keep things working
