WIP: Migrate vue_mr_widget/ee_mr_widget_options_spec.js to Jest

What does this MR do?

Main goal: migrate ee/spec/javascripts/vue_mr_widget/ee_mr_widget_options_spec.js to Jest

Secondary goal: migrate related specs like spec/javascripts/vue_mr_widget/mr_widget_options_spec.js and other files within spec/javascripts/vue_mr_widget/ to Jest, especially if it's easier to bring them along than to leave them behind

• Copy over the newly added spec from !21666 (merged)
