Backport of 'Allow Duo Core user to still use DAP code review'
What does this MR do and why?
Backport of Allow Duo Core user to still use DAP code review (!230842 - merged) to 18-10-stable-ee.
As part of removing Classic Chat access for Duo Core users at 19.0, we are about to cut Duo Core out of the duo_classic_chat unit primitive's scope. However, Duo Code Review (triggered by mentioning @GitLabDuo on a merge request) still needs to work for Duo Core users.
Prior to v18.10, we used to use duo_chat unit primitive instead of duo_classic_chat. So this MR needs to be backported to v18.10 and v18.11
