Backport of 'Gate trial CTA's on FF automatic_self_managed_trial_activation' into 18.10
What does this MR do and why?
Backport of !232188 (merged) to 18-10-stable-ee for inclusion in the 18.10.4 patch release.
Disables CTA navigation to the trial form via the automatic_self_managed_trial_activation feature flag because the CDot endpoint that it uses will be disabled.
Required for 18.10.4 because: abuse mitigation of the CDot endpoint will cause the SM trial flow to fail for Self Managed.
