Backport of "Update Duo CLI version for remote flows"

Backport Update Duo CLI version for remote flows (!230860 - merged) into %18.10.

This moves default Duo CLI version for DAP sessions on CI to the Duo CLI release that include fixes for https://gitlab.com/gitlab-org/editor-extensions/gitlab-lsp/-/work_items/2236
