BE deep links to dashboard for cycle analytics

What does this MR do?

Related FE MR: !23493 (merged)

Adds the necessary backend changes to enable deep linking to cycle analytics. The parameters are then passed to the FE via a data attribute.

This provides deep links for:

• group_id: the full path name of the group we are linking to, ie flightjs, gitlab-org
• created_before, created_after: dates to filter the date range
• project_ids: an array of project ids, for the group

Other changes include:

• Providing default values for created_before and created_after if they are not set
• Updated specs to reflect the new parameters
• Removes the need for nesting parameters under cycle_analytics, ie

.../analytics/cycle_analytics??cycle_analytics['created_before']=2020-01-01

// After
.../analytics/cycle_analytics?created_before=2020-01-01
