What does this MR do and why?

Address vue/v-on-event-hyphenation offenses in app/assets/javascripts/clusters_list/components/

Renames camelCase custom events to kebab-case in Vue templates and their corresponding specs, as required by the vue/v-on-event-hyphenation ESLint rule.
