Allow non-members to access publicly accessible resources with fine-grained PATs
What does this MR do and why?
Publicly accessible groups and projects are currently inaccessible for non-members with fine-grained Personal Access Tokens, because membership is required when authenticating with fine-grained PATs.
This allows non-members with fine-grained PATs to access publicly accessible project features, similar to legacy PATs.
