Bump `managed-applications` to v0.5.0

What does this MR do?

Bumps managed-applications to version 0.5.0. This includes:

• support for installing GitLab Runner.
• using certmanager instead of cert-manager as the release name for cert-manager installs (to be consistent with the one-click install).
