Adds a use_built_in_project_templates_enabled feature flag, and application settings UI for the built_in_project_templates_enabled cascading setting.

How to set up and validate locally

  1. Enable the use_built_in_project_templates_enabled FF
  2. Navigate to admin settings -> templates
  3. See the Built-in project templates setting menu
  4. The settings themselves can be toggled, and persist on save and page refresh
