Backport of 'Fix flaky new_project_spec.rb by scoping within pane'
What does this MR do and why?
Fixes flaky ee/spec/features/projects/new_project_spec.rb tests by scoping form interactions within page.within('#blank-project-pane') instead of page.within('#content-body'), preventing Capybara from intermittently selecting elements from hidden panes.
Conflict resolution: The stable branch had expect(page).to have_current_path(%r{#{user.username}}, ignore_query: true) which was replaced with the fix's expect(page).not_to have_content('Create blank project') + wait_for_requests.
