Adds FF to log_force_released_hosts

What does this MR do and why?

There is a huge inflow of force_released_hosts logs, ~145K logs per minute.

The event log is not removed because the root cause for #588806 is still not known, this MR keeps it behind a FF so that we can enable it later to verify any future fixes or get useful info.
