Disable CI/CD Catalog toggle and show warning when project description is missing

What does this MR do and why?

When enabling a project as a CI/CD Catalog resource, a project description is required for it to appear correctly in the catalog. Previously, users could enable the toggle without a description, leading to a confusing pipeline failure. This MR disables the catalog resource toggle and shows an inline warning with a link to project settings when no description is set.

How to set up and validate locally

1. Navigate to a project without a description and go to Settings > General > Visibility, project features, permissions
2. Scroll to the CI/CD Catalog section and verify the toggle is disabled with a warning icon and a link to project settings
3. Add a description via Settings > General and verify the toggle becomes enabled
