Split Secure MR E2E files and reuse test setup
What does this MR do?
Reuses test setup in Secure Merge Request E2E tests.
Splits the test files to avoid an issue where the Security Report test fails if run after the Vulnerability Dismissal test. The new test file is organized to contain vulnerability management related tests.
