What does this MR do and why?

Removes all work_items_consolidated_list_enabled? guards from CE app/ code. Both work_item_planning_view and work_items_consolidated_list_user are at 100% rollout — every conditional is simplified to its always-true path.

Covers controllers, helpers, views, models, presenter, GraphQL mutations, and services. push_work_item_planning_view_feature_flag is intentionally kept in ProjectsController#edit — the frontend still reads this flag (tracked in Issue 8).
