What does this MR do and why?

In order to solve Vulnerability ID displays as raw reference form... (#594536 - closed) • Adam Cohen, I need to add webUrl to the vulnerabilities graphql query, which I've done in fix: correctly render Vulnerability ID (gitlab-org/modelops/applied-ml/code-suggestions/ai-assist!4999 - merged) • Adam Cohen • 18.11, however, I need to also allow the ai_workflows scope to access this webUrl field, which is what this MR does.
