Trigger pipeline status updated subscription

What does this MR do and why?

To allow the MR widget pipeline to have a real-time overall pipeline status and stage statuses we need to trigger the ci_pipeline_status_updated subscription when a stage status updates as well. This MR adds that ability in prep for solving the issue #593409 (closed)
