Add initial Auto DevOps pipeline metrics

What does this MR do?

First part of #32969 (closed)

Here we add a counter for completed Auto DevOps pipelines, labeled by status.

After enabling a local prometheus and sidekiq metric forwarding in my GDK, metrics show up in the prometheus:
