Fix "All items" applying persisted filters over URL filters

What does this MR do and why?

Fixes issue of All items tab's cache overwriting different url params when users input their saved urls.

How to set up and validate locally

• Go to /work_items, update filters on All items
• Make sure filter changes are preserved when switching to a saved view
• Visit a url with any other configuration of filters and make sure that those filters are displayed appropriately and are not overwritten by the previous choice
