Convert board switcher link to button & add method to go to URL

What does this MR do?

Fixes issue raised in gitlab-ui/176

• Converts <a> links in boards switcher to <button> by removing href attribute
• This fixes the tabbing issue
• Is more semantic
• Improves accessibility for screen readers
• New board URL is programatically loaded
