What does this MR do and why?

This merge request adds myself to the list of Indonesian proofreaders in doc/development/i18n/proofreader.md. I would love to help ensure the consistency and quality of Indonesian translations for the GitLab project.

Previous translation work

As requested in the proofreader guidelines, here is my previous open-source localization work:

  • Moodle: I currently serve as an active maintainer for the Indonesian language pack.
