feat: Add health status and tools sections to Orbit configuration page

What does this MR do and why?

Adds health status monitoring, component health cards, and a tools section to the Orbit configuration page. Previously, the page only showed namespace indexes with toggles.

Status section — Fetches cluster health from GET /api/:version/orbit/status and displays the Orbit version, overall status badge (Healthy / Unhealthy / No connection), and per-component health cards (e.g. clickhouse, indexer) with colored status dots.

Tools section — Fetches available tools from GET /api/:version/orbit/tools and renders them as cards with descriptions, collapsible schema blocks (parsed from <toon> tags in the tool description), and sample prompts for known tools.

How to set up and validate locally

  1. Start the Knowledge Graph using tilt up

  2. Port forward the GRPC port.

  3. Enable the feature flags in a Rails console:

    Feature.enable(:knowledge_graph)
    Feature.enable(:knowledge_graph_infra)
  4. Port-forward the GKG gRPC service from the K8s cluster:

    kubectl port-forward svc/gkg-webserver 50054:50054
  5. Visit /-/orbit/configuration and verify:

    • The status section shows the cluster version and overall health badge
    • Component health cards render with green/red status dots
    • The tools section displays tool cards with collapsible schema blocks
