Add service to scaffold offline import

What does this MR do and why?

This MR introduces the create service for offline exports. It doesn't currently do much except create some records to scaffold the import, but by introducing it now, we're able to work on the API endpoints as well as the subsequent import process.

How to set up and validate locally

Doesn't really do much yet. 😅 Just needs to provide the correct API and response types.
