What does this MR do and why?

This change adds a new feature flag group_ci_cd_analytics_pipelines, which when enabled renders a new "Pipelines" tab for under "Group > CI/CD analytics".

The tab is a work in progress and will contain the group dashboard for pipeline data.

How to set up and validate locally

  1. Ensure you have at least a GitLab Premium license for your group.
  2. Enable group_ci_cd_analytics_pipelines.
  3. Visit your group's Analyze > CI/CD Analytics
