Draft: Moves Group CI/CD analytics to Premium plan

What does this MR do and why?

This change moves the Group CI/CD analytics feature to the Premium plan of GitLab EE.

Why? Our work at gitlab-org#21197 is planned for GitLab Premium users, however the page where this is being added is currently only available to GitLab Ultimate users.
