WIP: Add endpoints to help Abuse monitor Issue creation spam

What does this MR do?

See #37248

• Adds an issues/:id API endpoint to allow Bouncer to get details on a specific Issue.
• Updates issues?scope=all to allow admins to retrieve all issues (paginated) regardless of ownership.
