Fix toggle file browser tooltip
What does this MR do and why?
Adjusting the styling target to avoid stripping the tooltip of it's base styles for the sake of bumping up the max-width. It also fixes a small bug that prevents the tooltip from showing when keyboard shortcuts are turned off.
