What does this MR do and why?

Fixes #591976 (closed) by adding "New wiki page" to the super topbar's 'Create' menu, as applicable.

How to set up and validate locally

Check out the branch, go to any page in a project with the wiki enabled (and you have access), and check the menu item appears and goes to the right place.

Check it doesn't appear where you don't have access to create a wiki page, or where the wiki is disabled.
