Resolve "The Active tab on the Admin Users page should include bots"

What does this MR do?

The (Users:137) number on the Dashboard and (Users Total:137) number on the User Statistics page includes bots whereas the (Active:131) Tab on the Users Page does not.

Proposal

We should make the total number of Active Users, along with associated language consistent across all three screens. The (Active:131) Tab on the Users Page should include bots.
