Add feedback link badge to work items list UI

What does this MR do and why?

This MR adds a badge to the work_items page that when clicked on opens a popover with a link to an issue to gather feedback. This badge appears at both the project and group level. This badge will not appear after April 16th, 2026.

How to set up and validate locally

  1. Enable the work_item_planning_view flag
  2. Visit a group's work_items page
  3. Ensure clicking on the badge displays the correct copy
  4. Visit a project's work_items page and ensure the same copy appears
