Use MultiDestinationLogger for application logging

What does this MR do?

Original Issue: #22812 (closed)

This MR rewrites AppLogger, to inherit from Gitlab::MultiDestinationLogger, introduced here.

The AppLogger can now log into application.log as well as in a structured format in application_json.log.
