Rename 'license_scanning' artifact related methods

What does this MR do?

This is a part of #26604 (closed)

We're renaming License Management to License scanning. Note: there are plenty of methods that still use name license_management, they will be tackled in separate MR.

NOTE: it should be merged after !22277 (merged)
