Add minimal OpenCode/AI agent configuration

Summary

Adds a minimal foundation for AI coding assistant support, intentionally kept simple to establish the pattern without controversy.

Changes

  • opencode.json - Configuration file pointing to instructions
  • AGENTS.md - Skeleton guidelines that link to existing docs (no duplication)

Why minimal?

The original MR (!220216) accumulated 28+ discussion threads with various bikeshedding debates about content strategy, file organization, and specific guidelines. Per Chad's suggestion, we're embracing iteration:

  1. This MR: Establish the pattern with non-controversial foundation
  2. Follow-up issues: Address specific enhancements incrementally

Design decisions

  • Links to docs instead of duplicating - Keeps AGENTS.md as a pointer to the SSOT in doc/development/
  • No tool-specific config - Just the instructions file reference
  • No controversial guidelines - Only well-established patterns
