What does this MR do and why?

Add v2 approval rules POC implementation

POC for v2 approval rules architecture including:

  • MR-level approval rules (user-defined, CRUD via API)
  • Project-level rules with protected branch filtering
  • CODEOWNERS support (sections, role approvers)
  • Security policy integration (scan result policies)

Note: This is a reference POC with all features combined.
