Add 'license_scanning' artifact

What does this MR do?

This is a part of #26604 (closed)

Eventually, we need replace license_management artifact with license_scanning. However, till 13.0 we need to support both names. Since artifacts are hardcoded with their file types, we need a second file type for the "License compliance" report.
