Group policy cleanup

What does this MR do and why?

This MR includes some cleanup and reorganization for the group policy to make the future effort to extract Roles out of policy files to be able to determine all of the permissions enabled for a role easier.

It fixes the comments for the non hierarchy roles.

It reorganizes the rules for each role so that they are now grouped together in the correct order, making it easier to see what each access level can do.

It alphabetizes the permission lists.

No actual changes to the code or functionality are included in this it just reorganizes things.
