Backport of skip rebase check for detailed merge status

What does this MR do and why?

We fixed a bug in showing the merge_immediately button incorrectly for semi-linear merge trains (!216871 (comment 30029110370)), but this caused a change to the api response of the detailed merge status. We need to maintain the API response as it was before this change.

The fix was in 18.9 (!218699 (merged)), but we need to backport to 18.8
