What does this MR do and why?

As part of the banner clean up hackathon gitlab-design#3070 (closed) this MR aims to improve the first time feature experience of the AutoDevOps settings.

Remove unneeded card wrapper for the simple form, making it easier to scan and reducing visual complexity.
Remove unneeded alerts used to promote optional integrations and features.
