Backport of Fix project state getting out of sync when deletion fails
What does this MR do and why?
A small number of projects are failing deletion when the namespace state is successfully transitioned, but the update service fails to rename the project. There's no workaround for this. The namespace state machine was introduced in 18.8; therefore, we need to backport only for 18.8.
Therefore, we're backporting Fix project state getting out of sync when dele... (!219030 - merged).
