Update Workhorse to v8.18.0
What does this MR do?
Updates Workhorse to v8.18.0.
This fixes #119103 (closed) , and includes one additional patch that happened to be merged already - #7105 (closed)
That one was wanted in 12.6 anyway, so I don't think that it's bad that it would get picked at the same time.
If we really don't want it, we could merge this to master, then create an 8.17.1 that only contains !449 (merged).
