Enable Auto DevOps for its QA test project

What does this MR do?

Addresses a bug identififed in #118481 (comment 262747706)

Auto DevOps got disabled by default for QA projects in !21613 (merged), which broke the Auto DevOps QA tests. This explicitly enables Auto DevOps for the test project.
