What does this MR do and why?

Bump default Ruby version to 3.3.10

After rolling out Ruby 3.3.10 to GitLab.com (gitlab-com/gl-infra/delivery#21671 (closed)), we now update gitlab CI's default ruby version, to make sure the next monthly release (18.9) uses the same Ruby version 3.3.10.
