What does this MR do and why?

Route the "View blame prior to this change" which is attached on each line with previous history to the new inline blame.

How to set up and validate locally

1. Navigate to any repository file (e.g., gitlab-org/gitlab-shell/-/blob/main/README.md)
2. Click the "Blame" button in the header (to the right of, find file button)
3. Note the list of blame info
4. Enable inline_blame FF
5. Navigate back to the same file
6. Click the "Blame" button in the file header
7. Verify the same list blame info as blame page (step 3)
